Diese ÖNORM regelt das Verfahren der Preisermittlung von Bauleistungen (gemäß ÖNORM B 2110). Sie gibt Hinweise für den Aufbau der Kalkulation und regelt die Darstellung der Preisermittlung. Diese ÖNORM ist auch Grundlage für die Überprüfung der Angemessenheit der Preise im Sinne der ÖNORMEN A 2050 oder A 2051. Sie enthält Richtlinien für die Ermittlung der Preise von Bauleistungen sowie für die Darstellung der Kalkulation. In dieser ÖNORM finden sich Zuordnungen, wie Kosten auf einzelne Kostenträger umgelegt werden können. Der vereinheitlichte Aufbau stellt die Basis für die Erstellung von EDV-Kalkulationsprogrammen dar. Voraussetzung einer richtigen Preisbildung - Festlegung der Preisgrundlagen und Ermittlung der voraussichtlichen Kosten (Kalkulation) - ist eine genaue Angabe der auszuführenden Leistungen. Dabei sind die Leistungen im Sinne der ÖNORM A 2050 oder A 2051 so zu beschreiben, dass die Preise ohne umfangreiche Vorarbeiten ermittelt werden können. Sind diese Voraussetzungen geschaffen, dient diese ÖNORM auch dazu, die Prüfung der Preise zu erleichtern. Hinsichtlich des formalen Aufbaues eines Leistungsverzeichnisses (LV), der Gliederung der Einheits- und Pauschalpreise sowie des Gesamtpreises und der Angebotssumme ist die ÖNORM B 2063 maßgebend.
