Dieser Teil von EN 71 legt Anforderungen und Prüfverfahren für die mechanischen und physikalischen Eigenschaften von Spielzeug fest. Die Norm enthält spezifische Anforderungen an Spielzeug für Kinder unter 36 Monaten bzw. unter 10 Monaten. Ferner werden Anforderungen an Verpackung, Kennzeichnung und Beschriftung festgelegt. Die Norm gilt für Kinderspielzeug, d. h. für alle Erzeugnisse oder Materialien, die konstruiert bzw. eindeutig dafür bestimmt wurden, von Kindern unter 14 Jahren zum Spielen benutzt zu werden. Die Norm gilt für Spielzeug im Neuzustand, berücksichtigt jedoch sowohl die bei bestimmungsgemäßem bzw. vorhersehbarem Gebrauch vorhersehbare, übliche Benutzungsdauer als auch das übliche kindgemäße Verhalten. Spielzeug mit weicher Füllung und einfachen Formen zum Halten und Kuscheln wird für die Anwendung dieser Norm als Spielzeug für Kinder unter 36 Monaten eingestuft. Aspekte der elektrotechnischen Sicherheit des Spielzeugs werden in dieser Norm nicht erfaßt. Sie sind Inhalt von EN 50088 "Sicherheit von Elektrospielzeug" (zur Zeit in Vorbereitung).
