HD 21 gilt für Leitungen für feste Verlegung und flexible Leitungen mit Isolierhülle und, sofern vorhanden, Mantel aus Kunststoff auf der Basis von Polyvinylchlorid und mit Nennspannungen Uo/U bis 450/750 V für Starkstromanlagen mit Nennwechselspannungen bis 450/750 V. Teil 1 legt die allgemeinen Anforderungen für diese Leitungen fest. Zweck dieses Harmonisierungsdokumentes ist es, Leitungen zu normen, die bei bestimmungsgemäßer Verwendung sicher und zuverlässig sind, und Merkmale und Anforderungen an die Fertigung festzulegen, die direkt oder indirekt der Sicherheit dienen sowie Prüfungen zu beschreiben, um die Übereinstimmung mit den Anforderungen zu kontrollieren.
